The Core Rule
Only Pledged Brands Appear
Only brands and employers that have submitted a job pledge for the specific town in the current raise cycle appear in the pledge preference UI. Unpledged brands show as 'not pledged yet' with an Instagram tagging prompt.

URBAL tracks mention volume across Instagram, TikTok, and X. The tag is public, unsolicited, and measurable — the most credible BD signal possible.

High-volume tags trigger outreach via Twenty CRM. The brand sees real-time demand data: how many pledgers want them, in which towns, with what demographic breakdown.

Brand pledges jobs → appears in UI
Once a brand submits a job pledge ($7,500/job, max 49 jobs = $367,500), it appears in the pledge UI. Pre-matched to every pledger who tagged or voted for them.

Pledgers vote → brand earns its spot
Pledger votes (top 5 per category) count for up to 25 of the 100-point selection score. Rewards offered count for up to 35 points. No amount of money can buy steward votes.

Tier 1 — Specific Brand

Quince pharmacy. Levant Comptoir. SoulCycle. Whole Foods. Direct BD signal — if the brand pledges, they're pre-matched to everyone who selected them.
Tier 2 — Vibe / Archetype
I want this feeling
Middle Eastern wine bar. Zero-waste grocery. Rooftop yoga. Any operator matching this archetype is shown your demand count as a recruitment tool.
Tier 3 — Category
I want this type of place
Wine bar. Pharmacy. Yoga studio. Cinema. The broadest signal — informs how Spice strip allocations are tuned for each town.
Business Selection Score
100 Points. Three Levers.
The selection score is the mechanism that prevents any business from buying its way into the town without merit.
The $7,500/job pledge is non-refundable and goes directly to the Sovereign Wealth Fund — not to construction escrow. Maximum 49 jobs per town (ACA threshold — 50 triggers employer mandate).
Town Sales Tax
Pledge. Pay Zero.
Businesses that pledged jobs for a specific town pay 0% town sales tax — confirmed on Hyperledger. Non-pledging businesses pay the Quiet Council-set rate.
