Flag in July. Six months to improve. December ballot removes them. New competitors start January 1. No legacy leases.

First to commit pays zero. Forever.

Pledge jobs before raise close. 0% town sales tax, on the ledger, permanent. Late entrants pay 3–8%. The gap doesn't expire.

Employer slots

Outer wall — up to 49 jobs.

Employers occupy dedicated sides of the outer wall — the most visible real estate in the town. Each employer can pledge up to 49 jobs ($7,500/job, max $367,500) before the ACA employer mandate threshold. Job pledges are non-refundable and seed the Sovereign Wealth Fund. Employers re-compete annually via Quiet Council vote.

Inner wall commercial

122 buildings — clinics, offices, services.

The inner wall holds 22 dedicated clinic buildings (physician and nurse LLCs) and 122 commercial buildings for pharmacy, specialist services, and professional offices. These operators re-compete annually via the Quiet Council — the same renewal rules apply as for Spice Tray operators.

Narrow Spice Trays (T6-N)

720×40 ft · 12 strips · formats 10–40 ft.

Oregano, Red Chilli, Basil, Nutmeg — three strips of each. Permitted building sizes: 10×10, 20×20, and 40×40 ft, 1–3 stories. Ideal for cafés, workshops, bakeries, kiosks, barbers, and small retail. This is where daily foot traffic lives.

Wide Spice Trays (T6-W)

720×80 ft · 12 strips · anchor up to 80×80 ft.

Ginger, Cinnamon, Cayenne, Clove — three strips of each. The 80×80 ft (4-story) anchor building is reserved for cultural institutions: opera, ballet, arts venue, museum, or cinema. All other sizes are available for any approved use. This is where the town's cultural identity is built.

Rental car concession

One operator. One town. 3-year lease.

Each town grants one exclusive rental car concession in a dedicated section of the outer wall — pitched at the steward vacation road trip, not daily use. During the raise, rental operators bid for the space while pledgers signal through social media which car types and brands they want in the fleet. The winning operator holds a 3-year lease serving 25,000 stewards with zero local competition. At term end, stewards vote to renew or replace. Win the community's demand signal, win the town.

Annual Mainstay vote

December ballot. Binding. No appeal.

Every business faces a steward renewal vote each September. Flagged in July — 6 months to cure. Appear on the December ballot if unresolved. Removal is binding: commercial lease not renewed, space reopens for competition. High performers earn Mainstay status and skip the ballot entirely. Every vote is recorded on immutable ledger.

0% vs 3–8% tax

Commit before raise close. Pay nothing forever.

The 0% sales tax is a permanent record on immutable distributed ledger — it cannot be revised, revoked, or negotiated away by a future Quiet Council. The rate for non-pledging late entrants is set by the Quiet Council and currently ranges 3–8%. The gap compounds significantly over years of operation.
