The URB outer wall has 4 sides — 2 employer, 2 retail. Employer sides face the perimeter road and are purpose-built for office, production, and light-industrial configurations. Direct access to the car-free town interior. Loading and logistics from the outer ring road. No aesthetic conflict with the pedestrian street network.
49-job ACA limit
Below the federal employer mandate threshold.
The ACA employer mandate requires businesses with 50+ full-time employees to provide health insurance. URBAL caps employer job pledges at 49 per town to keep every employer below that threshold. The town's Direct Primary Care already covers every resident — there is no gap. The cap protects both the employer and the town structure.
0% sales tax for early pledgers
Permanent. Recorded on immutable ledger.
Employers who submit job pledges before the town raise closes receive 0% town sales tax in perpetuity — written to immutable ledger at raise certification and not subject to Quiet Council revision. Late-entry employers, whether at raise close or at annual re-competition, pay the then-current Quiet Council rate of 3–8%. The differential is locked from day one.
$6,000/job SWF contribution
Your pledge directly enriches your customers.
Every job pledged by an employer contributes $6,000 to the town Sovereign Wealth Fund at raise certification. The injection distributes pro-rata across all 10,000 dwelling units by square footage. Every steward's retirement fund NAV rises immediately. This creates mutual alignment — employers benefit when stewards choose them, stewards benefit when employers pledge more jobs.
Annual re-competition
Top performers earn automatic renewal.
At each annual cycle close, employer performance scores are calculated from productivity metrics, steward satisfaction signals, and job retention rates. Employers scoring above the renewal threshold earn automatic lease continuation without a ballot. Underperforming employers are flagged in July and face the December ballot. The best employers strengthen their position year over year.

Step 1: Receive demand briefing from URBAL biz dev — live Apache Pinot data showing exact pledger count and demographics for your brand. Step 2: Submit job pledge form with job count (1–49), type, and $7,500/job. Step 3: Appear in the steward preference UI immediately. Step 4: Selection score calculated at raise close — top scorers win their commercial lease.
